of rodents/insects that have the affect for people who are living above. so i think as kevin has identified, it is a very old policy, you know, created in a different time. and for us to create some sort of direction, to have the city and also communicate to the state that we would like to see. another point to let you know is that there has been a rise in what we're calling "unofficial mobile recyclers." people who are not recycling centers, but we have them across the street over at grove and van ness in the evenings. so they collect -- they collect cans and the recycling goods from individuals and they take it to recycling centers. so i anticipate that -- because kevin and i had this discussion as we looked at mobile retail, you know, because it's been talked about should we do something about making sure that these entities operate as a business? but then, there is the complexity of are they a recycling center or not a recycling center? so the complexities around this issue about mobile need to be plushed out, but my concern is that we will see a continued rise in these individuals

tonight a brentwood family's dream for their son came to a violent end. 21-year-old kevin victor was gunned down during a robbery attempt and the case is still unsolved. they had some angry words for police at a vigil tonight. fox 5's audrey barnes has the latest from the newsroom. >> kevin victor's mother was so filled with rage tonight she had to be walked away from a vigil in her son's honor. the family says police have not done enough to catch her son's killer and they're asking for a renewed effort to find those responsible. ♪ it is well it is well with my soul ♪ . >> dozens of people who knew and loved kevin victor returned to the footpath where he was shot and killed a year ago tonight during a robbery attempt. the star athlete wanted to be a marine but never got the chance. >> he was so good at everything. i don't know why somebody would want to do that to him and every day i think of him. >> reporter: kevin's mother patricia is heartbroken and had to leave the vigil to be comforted. gary victor says they haven't heard from detectives working their son's case in 9 1/

be able to do a presentation. joined by kevin guy from the planning department. if you have questions for him as well. thank you. >> as you can see this is a map of the transit center district plan that this commission also reviewed with the planning commission in october. the 181 fremont site is identified with an arrow. here is a map that shows the vicinity of the project. the project is a 54 with seven residential unit, qualifies for lead gold, environmental certification program. here is a few renderings of the project, both at street level and more detailed depictions. there is a green space that surrounds the building. a couple of things that might be of particular interest to this commission is fact that the project includes an elevator. this is adjacent to the transbay center, which has a large park. will have a large new park above it. this would provide for public access. public lobby and rest rooms are something we are always interested in that will allow people to access this park. this is the sky bridge to the new park. here are a couple images provided by project sponsor

but also with theresa is a very special person. i want to introduce chef kevin so chef kevin has been incredible in helping the youth to understand the value of running a restaurant and has been working with them, and showing them how to cook basically, and i just saw chef kevin at another wonderful event, our california youth connections who work with our foster youth and donating his time and incredible jump laila and behind me i would like to introduce tammy, dominique, erin, deserie, chris, chef kevin and the leader of the pack theresa. plawz welcome old school cafe. think kevin talked about this. if that supermarket didn't open, then the small businesses, can they choose on their own to do redemption or is it against the law if you are not in a con [srao-pbs/] necticut convenience center? >> you couldn't choose to do it on their own. i mean they would have to go through a process to be proactive in that respect. >> that is one of the key identifiers. in some ways by default the small businesss in the area and in our situation it's more likely that it's going to be a small business that it will be absorbing it. so it comes the de facto recycling center. we have talked to the department of health and again, just like even though walgreens had called you about issues of cleanliness and what do we do with this? for the department of health, that is definitely an issue, especially for small businesses, because they are often -- they could be storing their recycled products in the same place as their food. that is against the law. also many of our small businesses are in mixed-use buildings. so you know, there is the potential of increas

is the political director, kevin glass, managing editor at, a conservative political outlet and author of "the loophole in grover norquist's anti-tax pledge." mark, let me start with you. a majority of americans, this is fact, people are tired of me saying it. i'm tired of saying it to people. a majority of people support raising taxes on the rich. but everybody's taxes go up if congress doesn't get a deal. many republicans are stuck between this pledge they made to nor wi norquist and the real threat of taxes going up. how much power does grover norquist wheel in this environment? >> he wheeled power. the invincibility of grover norquist is overblown by us in the media. this tax pledge isn't with grover norquist as it is with taxpayers in the state that whoeted for the conservatives who signed the pledge. i think it's foolish to think there isn't going to be a deal cut. we don't know what the deal will be. it's fool toish think thish to drove us off the fiscal cliff. we're in the political dance now. we've seen this time and time again. there is still three weeks for a deal to be cut.

shows it takes earning $161,000 per year to make most people happy. kevin craney of rjo futures joins us for a look at the week ahead. good morning to you kevin. good morning. we have jobs on tap for friday and all week long. of course the fiscal cliff talks--what will you anticpate from the market? i think the markets are really going to be dealing with the political wrangling over the fiscal cliff to begin the week. really no agreements to speak of and i really don't think you're going to see any. it's going to come down to one of these last minute issues because both sides continue to butt heads and we're no closer than we were two weeks ago. from an employment perspective, look for the numbers to come in on average probably around 100 to 125 thousand jobs created. that's where our average really stands. maybe some skewed data from hurricane sandy but you back that out and i think things really stand the same. gold futures and options are very popular right now. what's going on here? i think really one has to think about if this economy would ever get any legs, any momentum. you have

known, the retirement of vice president kevin martin and the retirement of our paralegal, steve johnson. that most recently happened two weeks ago. we are definitely going to fill the void that steve has left, i hope to fill the void and fill the shoes of kevin martin. we know it's a lot to ask but i can assure you that president delanus and i will make every effort to work with the chief as we have done since being on the executive board of the poa for the last 9 years. but before i do i want to acknowledge kevin martin who has 28 years of service not just with the san francisco police department but the san francisco sheriff's department and especially acknowledge steve johnson, who joined the san francisco police department in 1971, served 30 years and since that time has worked tirelessly along with kevin for the rights of our members and he has worked with every commissioner here. he's going to be a big loss to the poa, he wanted to be here tonight, he could not make it. he is in good health and spirits but i do have letters to each one of the commissioners on behalf of steve.
